Introduction
Social events are central to any culture. They provide the means to deal with birth, marriage, and death. Included deals with the birth of one cities. In this case have a relation with birth of surabaya. Surabaya aniversary is a big moment for the society of surabaya. In this moment we can found many interesting and atractive event. One of event is surabaya cross culture festival. Surabaya cross culture festival is one of important event in surabaya aniversary. This event intent on united the diversity of culture between local culture and foreign culture. Many country participated in surabaya cross culture festival, in this year six country enliven surabaya cross culture, they are japan, malaysia, brunei, netherland, india, and zimbabwe.
The one of interesting and atractive event is a cross culture art competition. This event begin by one competition at bungkul garden. It is cross culture art competition between two kind of dance, remo dance and yosakoi dance. This competition followed by 39 participant from two category, children and adult. The local participant not only from surabaya, the come from many cities in east java and center java. Because of that reason this event become a big event in surabaya.
Case description
Surabaya goverment have a purpose from surabaya cross culture art competition. The purpose value of surabaya cross culture festival is for make a relationship between indonesia and japan more tighten. We think for this value had to fare well
Another of purpose is for introduce local culture to surabaya youngster. The goverment of surabaya hoped the youngters love their culture. But not only local culture of course, surabaya cross culture introduce foreign culture too. In this case japan culture, or more specific is yosakoi dance. But this event have two effort for surabaya youngsters. That two effort is positive and negative effort. The positive effort is the younggest of surabaya more and more loves with a local country in this case remo dance.
The good effect of this effort, many youngsters of surabaya will learn and conserve remo dance. At the future remo become a interesting dance in surabaya culture because it is develop by youngsters people. Not only positive effort of course, surabaya cross culture art competition have a negative effort. One of negative effort is many youngster of surabaya more loves yosakoi dance then remo dance. Based on survey that we do, many school and universities more likes sent a student for yosakoi dance competion then remo dance competition. Every year of surabaya cross culture art, remo dance only followed by a profesional group of dance from many dance studio in surabaya. We never seen a new dancer from many school and universities of surabaya. A count of remo dance participant taper off if comparing with several year before. Based on that case this paper will examine cause of that problem. We thinks the concept of surabaya cross culture art competiton still a briliant concept but the aplication of surabaya cross culture art competition need to some inovation. That inovation, puposes for the developing of surabaya cross culture art competition next year. Inovation of surabaya cross culture art competition have a purpose for make youngters do in balanced loves local country and foreign country. Someday at the future, remo dance can develop better then before. At this moment the good concept of surabaya cross culture by goverment can to fare well and the dreams remo dance will be loves by surabaya youngsters will comes true.

Goverment of surabaya must have inovation before they do surabaya cross culture next year. One of inovation is reinforced the local cultural identity in youngster. Undeniable, one of cause why a good value of surabaya cross culture art festival cant delivered to youngsters is identity crisis of surabaya youngster. Many youngster of surabaya less getting learn about a local culture, in this case is about remo dance. Maybe in language we have japanese language in school subject. But in culture like dance or music we cant get in school. We must learn about that by our self. Whereas, youngster need learn about their local culture before they get foreign culture. Many youngster of surabaya now had in cultural identity search staging. Based on phinney, 1993; Lustig and Koester, 1999. Cultural identity search is process oriented and involves a questioning mode about one culture. In this case the youngster try to find their culture or try to learn a culture. In this stage youngster very suscestible with a change and entry of foreign culture. If they feel the foreign culture is their culture they will think their part of foreign society. If this case happent, many youngster will forget about their trully culture or their local culture.

Understanding culture in youngster very suscestible with foreign culture invasion. Based on that reason the goverment of surabaya make an event for introduce local culture to surabaya youngster. That event is surabaya cross culture art festival. However in held the value of this event can not delivered very good because many surabaya youngters that participating in this event more care with japanese culture (yosakoi dance) then a local culture (remo dance). We had a survey in many youngster of surabaya that participate of surabaya cross culture festival and ask many question. First we ask which more interesting for you remo dance or yosakoi dance? And the answer yosakoi dance more interesting for they. Maybe the reason of their answer is yosakoi dance is new culture for they. We tried to ask another question about the history of remo dance and when remo dance ussually apeared? And the answer they dont know about history of remo and when remo dance ussualy appeared. In fact some of our informant more know about yosakoi history then remo. So based on that reasons we take an hipothesize many youngster of surabaya almost find it difficult in search of their cultural identity. But of course is not their fault. They less get a learn about their culture when they were a child or before they followed surabaya cross culture festival. Cross culture is about make some exchange one culture to another culture. Based on that reasons if the dont have self identity culture the will loss their local cultural identity and change into foreign cultural identity. This problem will finished with three solution. First, the goverment must give a much learn about local cultural identity in school, second, give a learn about nationality value. In this case youngster must search and loves their local cultural before they learn about foreign culture. And third, based on case of surabaya cross culture festival. The goverment of surabaya must give a more portion in local culture then foreign culture. If needful the goverment can make a policy, the participant must sent remo dance participant and yosakoi dance participant in balanced.
